On paper, Michigan’s prison system is a success story.

Populations are at their lowest levels in decades, and fewer people are returning to prison than ever before.

But a years-long staffing shortage has turned 16-hour mandatory shifts into a daily reality, potentially impacting the safety and well being of nearly everyone inside prison walls.
